For those without a first degree, we ask for evidence of previous advanced study, research or professional experience, plus at least two years' relevant experience.
When assessing your academic record we take into account your grade average , position in class, references and the standing of the institution where you studied your qualification. We particularly welcome applicants from institutions of high ranking and repute.

On the MPA you consider the latest international trends in governance, public policy, management and the role of public services in social and economic development. The course focuses on both academic learning and practical application in the workplace, ensuring your studies have real-world relevance.
The MPA builds upon the multi-disciplinary strengths of the existing course that includes management, e-governance, human resource management, finance, economics, science and technology and policy studies.
Taught jointly by staff from Manchester Business School, the School of Environment and Development and the School of Social Sciences at The University of Manchester, the course benefits from cross-disciplinary research and teaching strengths. We have the resources to deliver key teaching and skills in public management, and regard the MPA as its `MBA for the public sector', while maintaining the critical analysis and thinking needed by public sector managers.
New to the course is a client-facing project that exposes and allows you to reflect on innovative managerial practice in public sector organisations. The course also helps to anchor the values that MBS embraces in its management and executive education, especially that of `original thinking applied'.

The course is studied full time for 15 months, delivered over five semesters, including the summer period. During the first nine months you study ten compulsory core units and one optional course unit. You then complete a client-facing project, and three further core modules and one elective.
A special feature of the course is the personal and organisational development unit which spans the first three semesters. This unit gives you the opportunity to apply theoretical learning from the core and specialist units to the challenges of public management.
Typical compulsory course units include: Governance in the 21 st Century; The Reality of Public Management; Politics, Power and Policy Making; Managing Strategic Resources in an International Context; Managing Change in Public Sector Organisations; Public Sector Economics; Politics and Administration; Management Research and Analytical Methods; Financial Analysis of the Public Sector; Reforming Public Management: International Trends and Issues; Innovation and the Public Sector; Information Systems, Technology Firms and the Public Sector.
Optional courses include: Democracy: Theory and Practice; Creating Public Value; Policy Issues and Management Challenges in Healthcare; New Infrastructure Development; Financialisation, Innovation and Governance; Issues and Controversies in Public Management; Global Politics of Global Business ; EU Politics and Policy Making; and Management Control.
